Distance to Layers

this design rule calculates the distance to the closest feature for all layers within the constraints, environmental and linear features collections it calculates both the global minimum (i e the closest disatnce at any point along the route) and users can also choose to export this distance to the nearest feature of the relevant gis layers at every point along the route
